Sure enough, after investigation, the on-duty staff found that Chen let water directly to his home through bypass water meter by this three-way interface. Chen's behavior had constituted the embezzlement of public water supply.

After repairing the damaged pipe network, the on-duty personnel removed the privately installed tee, and charged a total of 1,000 yuan for maintenance fees and a deposit for suspected water theft, and contacted the administrative law enforcement team to punish Chen for his illegal behavior.
